A Message from the Chairman


In the July, 1981 Public l''
Contract Newsletter, I
mentioned a number of         :
objectives which we are  ,
seeking to attain during the
1981-82 time frame. Clear-
ly, the most significant
objective is our effort to
expand our membership
from approximately 2,700
to 5,400. We need your
help. If each recipient of
this Newsletter could make
it a personal objective to      David L. Hirsch
bring into our Section one or two members during the
fall of 1981, it would greatly assist us in meeting our
membership goal. As you know, once a member of the
Association determines that he or she is interested in
joining our Section, the cost is only $15.
   As a member of our Section, the new member is
 entitled to the following benefits:
   1. two copies of our Public Contract Law Journal
      each year;
   2. four copies of this Public Contract Newsletter
      annually; and
   3. the opportunity to participate in our state and
      regional and national activities. A few of the
      multitude of these activities are outlined in
      succeeding paragraphs of this Newsletter.
   As an additional inducement, and as a one-time
offer to new members who join the Section during the
fall of 1981, we intend to offer each new member his
or her choice of one of the following publications:
    1. The Chicago Chronicles;
    2. Developments in Government Contracts, 1975;
    3. Developments in Government Contracts, 1976;
    4. Developments in Government Contracts, 1977;
    5. The Collection of Professional Papers from the
       New York Annual Meeting in 1978;
    6. The Collection of Professional Papers from the
       Dallas Annual Meeting in 1979;

     Hawaii Annual Meeting in 1980;
 8. The Collection of Professional Papers from the

  The Chicago Chronicles deal generally with The
