This issue includes manuscripts focusing on welfare reform, health insurance, gov- ernmental markets, forum choice, and theories of policy change. In common these articles bring both theoretical focus and rigorous empirical evidence to bear on issues central to public policy scholarship. Rodgers and Payne offer a comprehensive analysis of the effect of state welfare programs on child poverty, while Nicholson-Crotty examines the impact of program design and administration on Children's Health Insurance Programs. Similar in subject to Rodgers and Payne, and Nicholson-Crotty, Fording and Berry assess the impacts of welfare programs as a whole. The second theme in this collection addresses the interactions between governmental organizations and external clien- tele. Both Whitford, and Howard examine interactions in the revenue streams in government, while MacBeth investigates how interest groups manage policy issues in environmental policy. Beyond the substantive issues addressed, this issue of the PSJ maintains the spirit of our commitment to heterogeneous methodological approaches. This issue presents manuscripts that employ content analysis and formal modeling as well as the more traditional approaches relying on regression analysis and Maximum Like- lihood models. To add to this mix, manuscripts forthcoming in the next issue of the PSJ discuss the prospects of process tracing, and the application of clinical analysis in policy evaluation.
