He has written exten- sively on drug policy and the philosophy of crimi- nal law, and is a previous contributor to Philoso- phy & Public Affairs. ROBERT E. GOODIN is Professor of Social and Politi- cal Theory and Philosophy, Research School of So- cial Sciences, Australian National University. He recently cowrote two books on the welfare state: with David Schmidt, Social Welfare and Individual Responsibility, and with Bruce Headey, Ruud Muffels, and Henk-Jan Dirven, The Real Worlds of Welfare Capitalism (Cambridge, 1998 and 1999, re- spectively).
