EDITORIAL NOTE
The year 1967 has been marked by major changes in the consti-
tutional-legal and generally in the political-administrative system of Yu-
goslavia. To begin with, there were the Amendments to the Constitution
of Yugoslavia and to the constitutions of the republics, the latter amend-
ments being conditioned by the former, and more extensive, Amendments.
The essence of the Amendments relates to Yugoslav federalism, which is
evolving constantly, and they have served to strengthen the representa-
tion of the people and nationalities. Although the Amendments have been
kept to a minimum, and although it had been emphasized both generally
and in the Assembly that the Constitution had been accepted basically
and that it had proved itself in practice, they have served to settle some
other questions as well (including the increased difference between the
executive councils and the administration; the abolishment of the office
of Vice-President of the Republic; the abolishment of the office of Deputy
Supreme Commander; a certain expansion of the rights and responsibili-
ties of the republics).
Another characteristic innovation has been represented by the revi-
sion of certain economic legislation, with a view to ensuring cooperation
belween Yugoslavia and foreign countries not only in the sphere of
science and technology, but also in that of joint investment and generally
of increased foreign economic engagement. This form of economic and
technical participation in a. country whose economy is based on social
ownership and particularly on workers' self-management gave rise to a
series of discussions in juridical and other circles. This issue contains
