It illustrates what a staggering task state insurance departments and the NAIC have in trying to regulate this tangle of policy and technical issues. We blend more than just subjects. We try to be true to the mis- sion of the JIR to be venturesome and push the frontiers of research. As you near the frontier you encounter unfathomable theory and statistics associated with some leading edge research. The rules of scientific inquiry require that scholars back up their theories. Granted, only a handful of like-minded scholars may be interested in some advance or specialized studies. As editor I try my best to filter out the academic window dressing and theoretical show boat- ing, especially fond to tenure hungry junior professors. The Journal is the only forum for serious research on regulation to receive an airing before Commissioners, Chief Examiners, General Counsel's and other key regulators. Thus, a certain amount of forbearance is due to authors trying to expose path breaking methods of research. Amid the blessing of so many interesting submissions, the Jour- nal is about to undergo a self-examination. You, the readers, are be- ing surveyed and statistically dissected. Because numbers alone have no soul, I am talking to as many of you as possible about what they like and don't like in the JIR. Out of this examination will come a better publication. It will be better positioned to meet your interests and fit how you prefer to read and use research. The rich variety of articles reaching my mailbox encourages me to once again challenge readers to consider being writers for the jour- nal. I will gladly give as much assistance as you want with format- ting and style questions before or after you write. Articles in the JIR are an excellent way for attorneys, risk managers, actuaries, or other insurance professionals to let their light shine before their peers. Industry and trade groups can explain policy positions in depth. Hint: insurance commissioners say they read the JIR more than any other source of insurance information, outside of trade news magazines.
