                                   Editor's Perspective






 The lead paper in this issue, Some Consequences of Insurer Insol-
 vencies, offers what will be a fresh insight to most people in the
 regulatory community. Guaranty  fund protection is not paid for by
 the insurance industry, as commonly thought. The final incidence of
 guaranty fund assessment falls mostly on taxpayers and policyholders.
    Duration  Gap as a Measure of Property/Casualty Insurer Interest
 Rate Risk addresses itself to interest rate risk, i.e. the threat to the
 value of an insurer's invested assets from interest rate fluctuations.
 This paper assesses the use of duration gaps as a tool for regulators
 to measure an insurer's exposure to interest rate risk.
    California is often the laboratory for testing new social institu-
 tions. Modeling Personal Lines Automobile Insurance in California:
 Development and Application to a Pay-at-the-Pump Proposal reports
 on the California Insurance Department's efforts to simulate the real
 world impacts  of pay-at-the-pump auto  insurance in a computer
 model.
    Superfund reauthorization is doubtlessly going to be heated. The
 stakes are high as our second paper demonstrates. Insurance Coverage
 Litigation and the Financial Impact of Superfund-Mandated Hazardous
 Waste Liabilities on the Insurance Industry discusses the turmoil in
 litigation, the huge costs being contested, and the impact of allocating
 these cleanup costs across the insurance industry.
    An  Analysis of the Use of Common Relativity Factors for Rating
Automobile  Coverages  carefully analyses the impact of a common
method  insurers use to spread the cost of auto insurance across dif-
ferent classifications. They find current practice, under certain con-
ditions, is not justified by relative losses and could be argued to be
unfairly discriminatory.
    The Journal's Board of Directors is pleased to announce that the
writing award for the best feature article of 1993 will be given to
