As a European Citizens' Initiative (ECI), it mobilised over one million supporters across eleven Member States, successfully placing the protection of national and linguistic minorities on the EU agenda. Despite this achievement, the European Commission rejected the initiative in 2021, declining to propose any legislative measures. This article examines two decisive developments in the MSPI's trajectory. First, it analyses the Commission's 2021 decision to reject the initiative on substantive grounds, thereby using its discretion to halt the political momentum generated by widespread citizen mobilisation. Second, it considers the subsequent legal proceedings brought by the organisers. Spanning more than four years, the litigation concluded in June 2025 with the Court of Justice of the European Union's final judgment, which upheld the Commission's position and formally closed the MSPI's twelve-year journey. The case illustrates both the potential and the limitations of the ECI mechanism: while ECIs can elevate politically sensitive issues to the Union's agenda, their impact ultimately depends on the Commission's willingness to legislate, raising broader questions about the effectiveness of participatory democracy in the EU.
