Introduction by Prof. A. Dan Tarlock,
Director Program in Energy and Environmental Law
The Chicago-Kent College of Law has been an innovator in
environmental law and energy teaching, scholarship and outreach
to the profession. In the mid-1980s, the law school developed one
of the first certificate programs in the country to specialize in
environmental and energy law [PEEL]. From the very beginning,
the program differed from other schools which were developing
concentrations in environmental law. The original director of the
program, Stuart Deutsch, who later served as dean of Rutgers-
Newark, realized that environmental and energy problems were
inextricably intertwined. Thus, from the very beginning PEEL gave
equal weight to exposing students both to the basic environmental
regulatory problems as well as to complex and ever changing
world of energy policy and law. In 1991, Professor Fred
Bosselman, a distinguished land use and environmental law, joined
the faculty, and ultimately anchored the energy side of the program.
His co-authored casebook, ENERGY, ECONOMICS, AND THE
ENVIRONMENT, has defined modern energy law.
The publication of the Journal of Environmental and Energy
Law marks another innovation in the program. It has long been a
goal to have a student run journal, and the current editors have
fulfilled this goal. This student journal will be published
exclusively on line and will be a major source of environmental
and energy law scholarship. It will feature a wide range of articles
from outstanding student papers to peer reviewed submissions, and
it will bring it this useful scholarship quickly to the profession and
the academy. On behalf of the law school and the Program in
Energy and Environmental Law, I am pleased and honored to
introduce you to this useful forum for environmental and energy
