To celebrate (if that is quite the right word) the occasion, it seems appropriate to say a few words about the procedures we use, in this office, to evaluate manuscripts. Both readers and con- tributors (potential or actual) have a right to be aware of our pro- cedures, and in turn to evaluate them. The procedures must be under- stood as not capricious, as fair and informed even though they will often also be perceived and sometimes rightly-as culminating in mistaken decisions. Open evaluation serves important functions for the profession at large. Every manuscript submitted is first read by the Editor and/or Managing Editor(s). All are discussed by the Editor and Managing Editor(s) at a weekly meeting. Some small proportion of these manu- scripts-not exceeding 20%-can rather quickly be categorized as in- appropriate for this journal. Sometimes that judgment can be made on evident quality of the manuscript; more often the quality may be high enough but for one reason or another it still does not fit the image we have of the journal and its readers. Such a decision may be made on the basis of the topic covered, or of the approach; for example, though we sometimes accept or even solicit purely opinion-pieces, we do not do so routinely. With this small proportion of manuscripts we feel the fairest treatment we can give authors is to notify them quickly of our decision.
