1. Introduction

In  its 2016   briefing  paper   on   trophy   hunting,   the  IUCN1 asserted that
legal, well  regulated   trophy   hunting programmes can, and do, play an
important role in delivering benefits for both wildlife conservation and for
the  livelihoods  and   wellbeing   of indigenous and local communities living
with  wildlife.2 From a legal perspective, the crux of that statement lies in
