The public utility lawyer today an 4o- moryow must be equipped to grapple with congressional proposals to restructure ult~kes, deregulation and antitrust law, financing and rate problems, consumer 4Aervices, and the constantly shifting mosaics of transportation and energy policies. He or she clearly needs the wisdom of a Solomon, the political sagacity and opti- mism of a Churchill, and the gambling instincts of Jimmy the Greek. Looking backward for just a moment, the entire Section owes a debt to retiring Chairman Wayne Babler for his leadership. Bill Brown, as Program Chairman, put together a stimulating program at the Dallas annual meeting. George Perrine effectively advocated the Section's views before the House of Delegates. Ron Jones and Fred Lavey produced another best seller in the 1979 Annual Report. Francis Welch served as editor-in-chief of the Section Newsletter and made still another sparkling contribution to the Annual Report. Finally, Mike Grove and Jerrold Sey- mann have managed well the business and financial affairs of the Section. Looking ahead, I anticipate with pleasure working -,;ith Chairman-Elect Bill Mc- Donald, the other Officers, the Council, and committ. 'Leaders. We have been elected or appointed to serve all members of the Section, and we welcome your suggestions. Our Section will continue to have committee meetings and workshops, and another National Institute is scheduled for next spring. We will need all these, and more, to keep abreast of emerging developments. I hope to work with many of you in ad- vancing the work of the Section during the coming year. - David R. Toll, Chairman, 1979-80 New Officers and Council Members David R. Toll, Chairman, is a partner in the Washington, D. C., law firm of Lowen- stein, Newman, Reis, Axelrad & Toll. He previously served as senior vice president and general counsel of the Edison Electric Institute and as president of the Na- tional Association of Electric Companies. A native of Colorado, he graduated from the U. S. Naval Academy at Annapolis in 1946, and the Yale Law School in 1954, where he was an editor of the Yale Law Journal. He is a mem- ber of the Colorado and Washington, D. C., bars. In the Section, he has served as vice-chairman of the Electricity Comn .ttee, chairman of the Atomic Energy Committee, chairman of the Standing Committee, a member of the Council, and chairman of the Planning Committee for the National Institute in 1977. William J. McDonald, now Chairman-Elect of the Public Utility Law Section, Is a native of New York city and a David R. Toll graduate of Holy Cross College (AB, 1949) and George- Chairman, 1979-80
