SHELTER LAW

Introduction
   The law growing up around the work of shelters is
varied and vibrant. And it arises on both sides of the
shelter's fences. There is work to be done for the shelters,
ranging from corporate organization and general business
to human resources/employment law. There is a regular
need to defend shelters and animal control personnel
against misplaced attacks by abusers who are unhappy
with seizures. Shelters with an advocacy mission also
need representation when they want to use their voice
to spread the humane ethic outside their locality to more
national and universal forums. At the same time, there is
a growing movement to ensure the use of best practices
in shelters, which leads to challenges to some shelters'


treatment of their animal residents. Plaintiffs in these
cases (rescuers, advocates, and concerned citizens)
seek judicial remedies because they believe the shelters
are not complying with the laws governing shelters or
