4 Alternatives [i] (1978-1979)

handle is hein.journals/alt4 and id is 1 raw text is: PREFACE This issue of ALTERNATIVES is virtually a special number on disarma- ment; all the papers carried in it deal with the interrelated questions of disarmament and development. If we do not so name it, it is because the papers were commissioned, not by the journal, but by the International Workshop on Disarmament, held in New Delhi from 27 to 31 March, 1978. Non-official in character, the Workshop was organized by the Centre for the Study of Developing Societies, Delhi, in collaboration with the Institute for Defence Studies and Analyses, New Delhi, the Gandhian Institute of Studies, Varanasi, and the Department of Political Science, Delhi Univer- sity, Delhi; it brought together 94 participants from 52 countries. Besides the theme paper presented by Rajni Kothari, the Secretariat of the Workshop had prepared seven working papers to provide a kind of ground work for discussions in four Working Groups and in plenary ses- sions. They were subsequently put together in the form of a book entitled Disarmament, Development and a Just World,Order and published by the Centre (from whom copies can be had). Several participants in the Workshop also presented papers, and it is from among these that some have been taken for this issue of the journal. The only one that is common to both the above-mentioned book and ALTER- NATIVES is the theme paper by Kothari; all the other papers are being published for the first time. We are thankful to the authors for their permis- sion to ALTERNATIVES to carry material prepared specifically for the Workshop. We regret that constraints of space prevent us from publishing all of them together, but we hope it will be possible to put a few more in the subsequent issues. Some participants of the Workshop'felt impelled to issue a Declaration at the conclusion of the Workshop. Although not issued officially by the Workshop, the Declaration is an important document and is therefore being reproduced. More signatures to the Declaration are still being received.
