Ruiz Policy Analyst U.S. Committee for Refugees January 1994 This report is based, in part, on a U.S. Committee for Refugees (USCR) site visit to Sri Lanka and India in September 1993. It was edited by Virginia Hamilton and produced by Koula Papanicolas. The U.S. Committee for Refugees operates under a three-part mandate: to defend the basic human rights of refugees, most fundamentally, the principle of nonrefoulement, no forced return of a person with a well-founded fear of persecution to his or her homeland; * to defend the rights of asylum seekers to a fair and impartial determination of their status for refugee protection; * to defend the right of decent and humane treatment for all displaced persons, the uprooted victims of human conflict. The U.S. Committee for Refugees receives no government funding.
