This issue brief is the revised version of remarks
made by Dr. Joachim Henkel, of the Washington, D.C.
office of the United Nations High Commissioner for
Refugees. He spoke at the Eighth Annual National
Legal Conference on Immigration and Refugee Policy,
on March 29, 1985. The conference was organized
by the Center for Migration Studies. This paper,
copyrighted to the Center for Migration Studies,
will appear in a forthcoming issue of In Defense
of the Alien, Volume 8.
