OF THE-SENATE

On January 21, 1931, at the request of the
Foreign Relations Committee, Mr. Root made
a statement upon the protocol of accession,
accepting the Senate's 1926 reservations, and
in particular upon the force and effect of the
so-called Root formula which is a part of that
protocol and which embodies an agreement as
to the procedure to be followed in applying
the accepted fifth re 'evation.
