We are pleased to have this opportunity to comment on the results of our review of the implementation of the Education for All Handicapped Children Act of 1975, commonly referred to as the Public Law 94-142 program. Until May 1980, when responsibility for the program was transferred to the Office of Special Education and Rehabilitative Services in the new Department of Education, the 94-142 program was adminis- tered by the Office of Education's Bureau of Education for the Handicapped (BEH). A draft of our report was sent to the Secretary of Education in June 1980 and the Department's written comments have been received. We'expect to issue the final report to the Congress in several weekd. iA K'
