Mr. Chairman and Memners of the Subcommittee:

We appreciate the opportunity to appear at these hearings

on the 12 recommendations made by the Commission on Government

Procurement concerning the acquisition of major systems.

We will comment on:

--the validity of the suggested reforms and their

potential for improving systems acquisition; and

--how to proceed to implement needed changes within

the executive branch of the Government.
