With me are Mr. Donald L. Scantlebury and Mr. Ronald C. Oleyar, both from the Financial and General Management Studies Division of GAO. My testimony will summarize the major issues addressed in a report which we issued on October 25, 1978. The report discusses the responsibility of Federal managers to take prompt and appropriate action on auditors' findings.
