Protest alleging that agency was required to refer awardee to the Small Business Administration (SBA) for a size determination is denied where the agency reasonably concluded the awardee's proposal does not, on its face, indicate that the proposal violates ostensible subcontractor rule. 2. Protest challenging agency's affirmative responsibility determination is denied where the protester's allegations do not establish that the contracting officer failed to consider available relevant information. 3. Protest challenging an agency's technical evaluation is denied where the record was adequately documented to show that the evaluation was reasonable and consistent with the terms of the solicitation. 4.
