    orders to a two-crew nuclear powered
    submarine will be assigned to quarterm
    of the Uited States on the submarine.

    submarine, In many Instances he is
    required to secure non-Government
    quarters at which tims his travel
    nalovzancas are terminated. In such
    casos it Is our view that Congress
    did not inteal 37 U.S.C. 40?(a)(3) to
    prcldud etntlemrt to a dislocation
    allowance when a member Is not able
    to ocumpy the assigned quarters and
    incurs expenews which th allowance is
