decision with regard to the implementation of an arbitrator's
award for callback overtiue to two employees of the Plum Island
Animal Disease Center. The arbitratcr's award c! 2 hours minimum
callback overtime fcr reporting to duty 45 minutes early may not
be implemented since overtime perfcrmed prior to and continuing
into regularly scheduled hours of labor merges with the regular
