         The second low bidder protested the award of a contract
on the basis that the solicitation contained ambiguities and
liscrepancies, that the low bid was nonresponsive, and that the
Navy's method of calculating cost data, which the low bidder
omitted from its bid, was defective. Protests regarding the
solicitation v're untimcly. Material omitted by the low bidder
did not make is  bid nonresponsive. The bid of the proposed
awardee would have been low regardless of the method used to
calculate the omitted cost data. (Author/SC)
