Parker-Rannifin Corporation. (PC).has piotested against a sole- source awrd being made to XAR Industrina (ZAR) for eight Univeraal Aerial Refueling Receptacle Slipvay Inatailations (UARRSI) and related equipment under request for proposals (RIP) No. F33657-76-R-0972 issued by the Aeronautical Systems Division, Wright-Patterson Air Force Base, Ohio. f A UARRSI, as defined by the Air Force, is: [T]he receptacle universally applied to cl aircraft and positioied in the aircraft to enable maing for receipt of fuel from a tanker aircraft using a flying boom nozzle or equivalent system- during exchange of fuel while both aircraft are in flight. The Air.Force has attempted to jutify this prourement on the basis that the UARRSI' is for C-130 aircraft and the procurement cycle 1a such that there would not be adequate,time for anyone other than UR-the current manufacturer of the equipment--to make delivery within the required timeframe.
