Leahy Ranking Minority Member Committee on Agriculture, Nutrition, and Forestry United States Senate The Honorable Pat Roberts Chairman The Honorable E (Kika) de Ranking Minority Member Committee on Agriculture House of Representatives la Garza As mandated by the Federal Crop Insurance Reform and Department of Agriculture Reorganization Act of 1994,1 we reviewed the extent to which women and members of minority groups are represented on community, county, and state committees of the U.S. Department of Agriculture's (USDA) Agricultural Stabilization and Conservation Service (ASCS).2 These committees are responsible for overseeing the implementation of ASCS' farm programs and ensuring that participating producers comply with the program's requirements. Committee members are elected by eligible producers, including landowners, farm operators, sharecroppers, or tenants farming in a county, regardless of where they live.
