Watt The Secretary of the Interior Dear Mr. Secretary: Subject: Approval of the Design of the National Park Service Accounting System (GAO/AFMD-83-18) It is my pleasure to approve the design for the National Park Service accounting system submitted to us for approval by Mr. Richard R. Hite's letter dated October 8, 1982, as being in conformity in all mate- rial respects with the approved accounting principles and standards of the Department of the Interior. In conducting our evaluation, we looked at the automatic data processing design aspects primarily to determine their adequacy as to internal controls, audit trails, data integrity, and consistency with the accountinq specifications. To maintain the approved status of the design, planned changes should be discussed with our repre- sentatives and, if deemed significant, submitted formally for approval. We strongly suggest that the efforts to implement the system be continually reviewed to ensure consis- tency with the design. Following implementation of the system, we suggest that it be periodically reviewed to assure that it is operating as designed. At some future date, we will examine the system, or selected aspects thereof, and advise you as to whether it is functioning effectively and is in accordance with this aesiqn approval.
