 Information On Airport And Airway

Trust Fund Revenues And Outlays

By States And Large Airports


The Airport and Airway Trust Fund was
established to ensure that taxes collected
from commercial air passengers, private
pilots, and other sources are expended
only for the expansion, improvement, and
maintenance of the nation's air transporta-
tion system. This report provides estimates
by states and large airports of taxes paid
into the trust fund. It also estimates select-
ed trust fund moneys they received in fiscal
years 1979-83.

GAO's ability to fully estimate trust fund
revenues and outlays by states and large
airports was restricted by data limitations
that required GAO to make several broad
assumptions. Thus the analysis in this
report has limitations. GAO also notes that
by law, the primary purpose of the trust
fund is to ensure the safe operation of this
nation's airspace system, not to provide an
even or equitable return of the tax revenues
to airports and states.
