      Implications Of Joint NASA/DOD Participation

      In Space Shuttle Operations




      The space shuttle's emergence as the single   4
      launch system for all U.S. spacecraft, civilian  1.,
      and military, has required increased NASA    N
      participation in military space operations.  '4. t 0A

      Separate civilian and military space pro-
      grams have been the topic of substantial    '6* +
      debate within NASA, DOD, and the Congress  e   . +0
      in recent years. The debate has focused on     0 i,
      the economies of a joint NASA/DOD space
      program and the effect that joining the               z-
      civilian and military space programs will
      have on the missions of each agency. Advo-
      cates of increased cooperation between
      NASA and DOD argue that this arrangement
      is economical and efficient. Opponents
      object to mixing different agency missions
      and objectives.
      This report discusses issues related to joint
      NASA/DOD space activities and makes rec-
      ommendations to address these issues.
