Analysis Of OPM's Report On Pay

For Performance In The Federal

Government - 1980-1982



OPM's report concluded that the govern-
ment's new performance appraisal and merit
pay systems are functioning well, achieving
a high degree of employee acceptance and
shoild be expanded to cover the entire
Gen ral Schedule work force. The data cited
by  PM to support these conclusions are
eith r outdated or not projectable to the
univprse of merit pay employees. The attitu-
dina surveys used by OPM to support its
con lusions were made in 1979 and 1980
before merit pay was implemented in most
age cies, and the actual experiences cited
by (PM covered less than 3 percent of the
mer t pay population.
