Administration economic analyses usually
did not provide estimates of the controls'
indirect effects, but important limits exist to
Commerce's ability to better quantify such
economic costs.
GAO's review does not support the conclu-
sion that the administration might have
acted differently had it been aware of the
total economic costs, and it shifts the debate
back to the usefulness of such foreign policy
controls.
