Some commanders believe that, in the event of war, the parental responsibilities of these service members will take priority over their call to duty. To counteract this, the Army has considered discharging all sole and inservice parents or assigning them to positions coded as nondeployable. GAO surveys of firstline supervisors re- vealed that, while some problems do exist, most sole and inservice parents included in its survey perform satisfactorily and will meet their wartime responsibilities. The Army can improve the administration of the Dependent Care Counseling Program to insure the availability and performance of these individuals.
