Postal Initiatives Show Promise

The Postal Service has been accepting a
significant number of bulk mailings which
have not been prepared as required to earn
bulk rates.

Recently issued policies and procedures
should, if properly implemented, preclude
the recurrence of past permissive practices
which allowed poorly prepared mailings to
be accepted and increased postal operating
costs.
