Analysis Of Federal Energy

Roles And Structure

The President has announced his intention
to dismantle the Department of Energy and
transfer its functions to other Federal agen-
cies. Although this report does not evaluate
the President's proposal in detail, it provides a
framework for analyzing any possible restruc-
turing of Federal energy activities. It focuses
specifically on

--recent energy trends and problems, and
the evolution of Federal energy-related
agencies;

--the extent to which the Federal Govern-
ment should be involved in various aspects
of energy policy and programs; and

--the Federal Government's organizational
structure for dealing with the energy
problem.
