Program Needs Contracting And

Management Improvements

Defense spends over $1 billion a year to buy,
prepare, and serve food to the services. GAO
looked at dining facilities at 17 military loca-
tio~is and found (1) contracting problems,
(2) the basic daily food allowance fosters lax
accountability and potential wasteful con-
su ption,and 3) a need for greater control
at the Pentagon. Defense accepts most of
G, O's recommendations to improve its man-
agiment of the program.
