handle is hein.gao/gaobabagl0001 and id is 1 raw text is: BY THE COMPTROLLER GENERAL Report To The Subcommittee On The Handicapped, Senate Committee On Labor And Human Resources OF THE UN7ED STATES How Federal Developmental Disabilities Programs Are Working The Developmentally Disabled Assistance and Bill of Rights Act of 1975 supports four pro- grams intended to directly or indirectly bene- fit the developmentally disabled --persons whose handicap is attributable to mental retardation, cerebral palsy, epilepsy, autism, or severe dyslexia and whose disability origi- nated before age 18, is expected to continue indefinitely, and is so seere as to prevent such persons from functioning normally in society. All four programs have problems which must be addressed by either the Congress or HEW. Some of the problems such as, the need for performance standards, regulations, and guide- lines are applicable to individual programs.
