   Duplication In The Navy's Management

   Information Systems Is Costly





   Most major Navy commands have developed
   their own management information systems
   for accounting, supply, payroll, personnel,
   and facilities management, even though these
   and related functions are common to all com-
   mands regardless of mission or structure.

   The Navy does not have enough systems an-
   alysts or computer programmers for so many
   systems. When procedural changes are re-
   quired, scarce personnel are used to imple-
   ment the same change in each separate
   system. Contractors often are needed to
   effect changes or redesign systems.

   The Navy needs to establish Department-wide
   requirements and use data resources in sup-
   port of functional information requirements
   rather than to support individual commands.
