Defense Use Of Military Personnel

In Industrial Facilities--

Largely Unnecessary

And Very Expensive


In an earlier report GAO raised questions
about the issues and costs of using military
instead of civilian workers in an industrial
environment.
GAO recommended that the Secretary of
Defense correct that particular situation and
review all similar activities for potential reduc-
tion of military personnel.
However, Defense has taken no significant
corrective action. GAO again recommends
that the Secretary:
    --Direct the Navy to use civilian person-
    nel instead of military personnel at the
    activity studied.
    --Have reviews made at all other commer-
    cial and industrial military support
    activities to identify how military per-
    sonnel could be reduced.
The Secretary should also, through the Office
of Management and Budget, request the Con-
gress to adjust the appropriate authorizations
and appropriations to accommodate increases
in civilian personnel and decreases in military
personnel.
