This is largely because of maladjustments, tampering, deterioration, and insufficient maintenance of car emission control systems by owners and car service organizations. An effective inspection and maintenance program is needed to identify and correct the problem. This appears to be a long way off because of State and local reluctance to start such programs. Other programs to enforce emission standards before cars get on the road are generally effective but need some improvements. Recall efforts--over 12 million cars have been recalled--appear to have only a limited immediate effect in improving air quality from emissions.
