The Secretary of Defense should make changes which would bring wages and benefits for Filipino nation- als more in line with local rates, improve procedures, and reduce costs. Department of Defense attempts to follow local prevailing pay practices have been ham- pered by labor agreements and a strong employee union, and changes wi!l be difficult to make.
