NASA expects it to signigicantly extend man's knowledge of the universe and perhaps answer the age old question: 'Are we alone in the universe?' NASA plans to request funds in its fiscal year 1977 budget to initiate hardware development. This study provides the Congress with information on the project's need and expected benefits; current cost, schedule, and technical status; technical development uncertainties; and progress measurement system.
