The variations in the rates are caused by differences in data collection, calculation methods, ind definitions of capac- ity. All of the capacity utilization statistics reviewed have weaknesses. GAO iecomnlends that the Director of the Office of Management and Budget (1) develop a family of capacity definitions for use ii. calculating the stp,Listics and (2) assign to a Federal orqanization or organizations the responsibility for developing a single reliable set of rates for use by Government and non- Govt! nment users.
