For instance, only the Naval and Merchant Marine Academies require a comprehensive examination to evaluate students' professional competence before graduation and commis- sioning. These examinations should not serve as rigid formats, but as guides for the other academies in developing systems to meet their specific needs and to identify military training shortcomings. The Naval and Coast Guard Academies have recently established formal programs to assess. individual and group performance after grad- uation; the Air Force and Military Academies lack such programs, relying principally on informal, fragmentary feedback.
