NASA's revised development plan is introduc-
ing risks that could result in increased costs,
schedule delays, and performance degrada-
tions that were not originally envisioned. The
development plan embodies such factors as
reduced testing, compressed schedules, and
concurrent development and production.
Also important to the current development
situation is the recurring question of whether
the system will fulfill the space transportation
needs of the Nation.
