This report identifies issues concerning the
project's economic feasibility which GAO
believes should be addressed by the Corps if
its planned restudy of the project is made.

The restudy is contingent on the resolution in
the project's favor of a pending lawsuit by the
Confederated Tribes of the Umatilla Indian
Reservation which claims the project threat-
ens their treaty rights to fishing in Catherine
Creek.
