Department of Justice

Many aliens illegally enter the U.S. mainland
through Puerto Rico and the U.S. Virgin Is-
lands. The Immigration and Naturalization
Service is aware of the problem but says it is
hampered by manpower limitations.
The Service could help control illegal entry by
determining the magnitude of the problem
and by improving certain management tech-
niques.
