The National Irstitutes of Health could im-
prove the way it fu nds research projects to
better insure that those with the greatest sci-
entific merit are funded. Many researchers
have not complied with the terms of previous
grant awards, and the Institutes is currently
supporting some of these researchers. Also, a
formal system is needed for initiat;ng intra-
mural research projects conducted by Nation-
al Institutes of Health scientists.
