                                       BACKGROUND AND NEED
The A:shiwi (Zuni people) of western New Mexico rely on water
from the Zuni River Basin and the tributaries of the Little Colo-
rado River to support their lifeways. In 2003, Congress enacted the
Zuni Indian Tribe Water Rights Settlement Act,1 to ratify and re-
solve the Zuni Tribe's water rights claims in the Little Colorado
River Basin in Arizona. However, Congress has not yet enacted leg-

'Zuni Indian Tribe Water Rights Settlement Act of 2003, Pub. L. No. 108-34, 117 Stat. 782
                   (2003).
