                             GEOTHERMAL ENERGY OPPORTUNITY ACT

MAY 20, 2026.-Committed to the Committee of the Whole House on the State of
the Union and ordered to be printed

Mr. WESTERMAN, from the Committee on Natural Resources,
                                          submitted the following

                                              REPORT

                                            [To accompany H.R. 301]
The Committee on Natural Resources, to whom was referred the
bill (H.R. 301) to amend the Geothermal Steam Act of 1970 to es-
tablish a deadline for processing applications related to geothermal
leasing, having considered the same, reports favorably thereon
without amendment and recommends that the bill do pass.
                                       PURPOSE OF THE LEGISLATION
The purpose of H.R. 301 is to amend the Geothermal Steam Act
of 1970 to establish a deadline for processing applications related
                    to geothermal leasing.
                                 BACKGROUND AND NEED FOR LEGISLATION
H.R. 301 would prevent the U.S. Department of the Interior
(DOI) from delaying authorized projects out of fear of litigation.
This troubling agency practice played out during the Biden admin-
istration, causing the downsizing of the Dixie Meadows Geothermal
Project in Nevada, which the Bureau of Land Management (BLM)
had initially approved in its November 2021 record of decision
(ROD).1 Despite its prior approval, BLM later delayed construction
on the project in response to the U.S. Fish and Wildlife Service's
listing of the Dixie Valley toad 2 under the Endangered Species Act
