                                             REPORT

                                           [To accompany H.R. 3073]
The Committee on Natural Resources, to whom was referred the

spect to civil causes of action arising on or within the Indian lands
of the Shivwits Band of Paiutes, and for other purposes, having
considered the same, reports favorably thereon without amendment
and recommends that the bill do pass.
                                      PURPOSE OF THE LEGISLATION
The purpose of H.R. 3073 is to confer jurisdiction on the State
of Utah with respect to civil causes of action arising on or within
the Indian lands of the Shivwits Band of Paiutes, and for other
                    purposes.
                                BACKGROUND AND NEED FOR LEGISLATION
The Shivwits Band of Paiutes (Shivwits Band) is a federally rec-
ognized tribe residing on a 28,000-acre ancestral reservation just
outside of St. George, Utah.1 A 2022 federal appellate case has
stunted economic development for the Shivwits Band by shrouding
on-reservation commercial activity in legal uncertainty.2 In Ute In-
dian Tribe of the Uintah and Ouray Reservation v. Lawrence (Law-
rence), the Tenth Circuit Court of Appeals ruled that Utah state
courts lack the jurisdiction to hear cases involving on-reservation
