Mr. WESTERMAN, from the Committee on Natural Resources,
                                       submitted the following

                                          REPORT

                                        [To accompany H.R. 2130]
The Committee on Natural Resources, to whom was referred the
bill (H.R. 2130) to require the Bureau of Indian Affairs to process
and complete all mortgage packages associated with residential
and business mortgages on Indian land by certain deadlines, and
for other purposes, having considered the same, reports favorably
thereon without amendment and recommends that the bill do pass.
                                    PURPOSE OF THE LEGISLATION
The purpose of H.R. 2130 is to require the Bureau of Indian Af-
fairs to process and complete all mortgage packages associated
with residential and business mortgages on Indian land by certain
                   deadlines, and for other purposes.
                               BACKGROUND AND NEED FOR LEGISLATION
H.R. 2130 requires the Bureau of Indian Affairs (BIA) to process
and complete residential and business mortgage packages on In-
dian land within 20 or 30 days, depending on application type,
more closely aligning BIA timelines with industry practices. This
bill also requires annual reporting to Congress on BIA-reviewed
mortgages, directs the Government Accountability Office (GAO) to
assess the need to digitize mortgage records, establishes a Realty
Ombudsman position, and provides relevant agencies and tribes
with read-only access to BIA's Trust Asset and Accounting Manage-
                   ment System (TAAMS).
Indian lands primarily fall into one of three categories: trust, fee,
and restricted fee. H.R. 2130 applies only to trust land, which is
owned by the federal government and managed by the U.S. Depart-
ment of the Interior for the benefit of an Indian tribe or individual
